Witness allegedly captures video of fatal hit and run driver

HOUSTON (KTRK) -- Eyewitness News has obtained exclusive new video and details about a hit and run crash that left a surveyor dead. A woman who witnessed the crash is speaking out, claiming she's got the suspect on cell phone video.

"I heard the burning of the tires because he was speeding," said the witness.

She doesn't want to reveal her face, or her name because of what she saw on Thursday when a driver hit and killed a young land surveyor, Zachary Devane, as he worked on Jensen Drive, near Bruce Elementary.

"He was going extremely fast, and he didn't even start breaking until right before approaching them," she said.

The witness says she called 911 and tried CPR but it didn't work. It was heartbreaking, she says, to be there with Devane's father, who'd been working alongside him. She had the presence of mind to shoot this cell phone video of the man she says was driving.

We've blurred his face because police refuse to confirm any charges, arrests, or whether the man is a suspect, citing an ongoing investigation. In the video, you can see him talking on the phone as paramedics treat Devane. The eyewitness says the man's behavior was disturbing.

"He was like, 'Well okay, I'm talking to my wife. I need her to come pick me up because I'm packing,' so he kept getting close -- I could smell the drugs," she said.

The man eventually ran, and that leaves this eyewitness, also a mother, worried about what could happen.

"If he'd been about 30-45 minutes later it would have been kids crossing that street," she said. "Running from the scene, just makes it horrible, more horrible."

The witness says she will never forget what she saw here on this stretch of Jensen Drive, and she just wants the driver to pay for it.

"If we had more people to report things we would have a better community. That's all I want, is a safe place, for the kids," she said.

As for the surveyor, he worked for Brown and Gay Engineers. He had been with the company since May 2011.
