Joshua Gilbert is facing two counts of intoxication manslaughter.
Police say he was driving drunk early Sunday morning when he crashed into another vehicle on Highway 288 at the Airport exit.
Authorities say 15-year-old Donna Davis and 35-year-old Joe Ledet were killed.
Davis' mother and her 3-year-old sister were injured.
Gilbert was transported to Ben Taub General Hospital with non-life threatening injuries.
