The Early to Rise campaign wanted voters to decide whether property taxes should be increased by one cent per $100 of property value. The money would have funded early childhood education programs.
The campaign collected 150,000 signatures, but Judge Emmett denied the petition. He said the group used an arcane law to get the item on the ballot and that the language on the petition wasn't legal.
