Daniel Palacios, 17, faces manslaughter charges in the death of Halley Catherine Shaw. Police say he was running from police last Tuesday night when he ran a red light and crashed into the vehicle the second year Texas Southern University law school student was riding in.
Palacios was given $100,000 bonds on two of his charges, but on the third charge, a felony charge, he received no bond.
