Poor record-keeping cited in boat accident

Poor record-keeping is being blamed in part for the deadly capsizing of a sailboat from Texas A&M Galveston. [SIGN UP: Get headlines and breaking news sent to you]

Roger Stone drowned when the keel and hull of the Cynthia Woods broke off during a race in the Gulf Coast last year. According to the Coast Guard's report, the university failed to properly document groundings and other incidents within its Galveston fleet.

The report also says the campus wasn't aware low tides could cause a boat to rest on its keel.
