The generator was being used by Union Pacific Railroad in the Porter area.
Twenty-six-year-old Nicole Fracassi and 24-year-old James Wilkinson were charged with third-degree felony criminal mischief and various misdemeanors after their arrests Wednesday night in eastern Montgomery County, north of Houston.
Sheriff's Lt. Bill Bucks told The Courier of Conroe that the two were inside a vehicle matching the description of a one seen earlier near the Union Pacific crossing.
Bucks says deputies searched the vehicle and found bolt cutters that may have been used in an unsuccessful attempt to remove the chain from a generator attached to crossing equipment.
Power has been out in the area since the hurricane struck Saturday morning, and there is no light anywhere near the crossing.
Deputies also made a similar arrest Tuesday night.
