Harris County Jail 'at risk'

HOUSTON (KTRK) -- The State Commission on Jail Standards said it was concerned Texas' largest jail could slip below minimum standards. Texas Civil Rights Project chief says the case of inmate locked in cell amid bugs and feces uncovered by ABC-13 is the worst he's ever seen.
