The LA County Sheriff's Office arrested Robert Lawrence Wilson in Lancaster, California. The Montgomery County Sheriff's Office Cold Case-Homicide Unit recently linked Wilson to the 1990 strangulation of Tammy Lynn Bounds using DNA testing.
In June 1990, someone found Bounds' 14-month-old child wandering alone on a residential street about five miles away from Bounds' apartment in north Houston. An hour later, a survey crew found Bounds' body in a wooded area along Claude Penny Road near State Highway 105 in eastern Montgomery County. Bounds, 18 years old at the time, was strangled and seven months pregnant with her second child.
Wilson, 47, came to the attention of investigators after officers learned Wilson once lived at the same apartment complex as Bounds. Detectives began a lengthy investigation but the case went cold.
Two cold case detectives reopened the Bounds murder investigation in 2006. Their work ultimately led to the DNA testing which investigators say ties Wilson to the murder. Wilson remains jailed in California awaiting extradition to Texas.
