Firefighters say the complex was built in the 1970's before codes were in place about fire hydrants so the nearest hydrant was about 600 feet away.
"After they got water, they started trying to put it out but i don't think it should have turned out this bad," said resident Terri Walter.
The chief says he has talked to the water district and hydrants are planned to be put inside the complex in the next year. Firefighters are still trying to figure out what sparked the fire.
