Contractor unsure if workers at IAH broke safety rules

Johnson Controls, the company that operates the Bush Intercontinental Airport tram that hit two workers on Tuesday, says it does know whether the men were in compliance with company safety protocols. The tram struck the men as they repaired a handrail. One man died.

Neither man worked for Johnson Controls or the airport. The accident remains under investigation.
