Harris County Judge Ed Emmett delivered his first State of the County address, and guaranteed that he and the county commissioners will keep the county on solid financial ground during the recession. [SIGN UP: Get headlines and breaking news sent to you]

"Will not allow this county to clip under the waves of economic turmoil it will not happen on their watch or on my watch," said Judge Emmett.

Judge Emmett said Harris County remains in a very healthy condition despite the struggling economy. He also predicted Harris County will remain on solid financial footing, thanks to conservative economic leadership.

Judge Emmett also asked area state, county and city governments to work together to solve transportation, health care and environmental challenges.
