Police arrested Jonathan Ray Barnes and they plan to charge him with murdering Jessica Garcia. The pair dated for about eight month, and police think the victim was trying to break up with the alleged killer.
Tuesday night, Garcia was found dead in a car. She had been strangled with a wire coat hanger.
