Zoning ordinance doesn't pass in Rosenberg

ROSENBERG, TX Proponents had argued the ordinance would only limit where new businesses can open up and hoped to protect neighborhoods from traffic and other elements that come with businesses. The opposition argued that zoning Rosenberg would eliminate private property rights and they worried how much control the city would have over the land.
