About 10,000 structures have been tagged as yellow meaning they suffered substantial damage and need further examination before the city will issue permits for repairs.
Many homeowners believe they shouldn't have to wait. Their homes escaped structural damage and have already been gutted.
City officials say they are issuing permits if structures meet certain criteria. If you don't meet the criteria, the FEMA inspections will start Thursday. The agency could not tell us when they might be complete.
