Councilman Garcia plans to run for sheriff
HOUSTON The former Houston police officer is running for the Democratic nomination, against at least two other challengers. Garcia will tout his 23-years at HPD and his tenure as chairman of the City Council's Public Safety and Homeland Security Committee.
