Repeat sex offender facing new indecency charge
HOUSTON (KTRK) -- John Skiles has been convicted of eight sex offenses and yet he was still out on the streets as of last month. It was then, in September, that he is accused with exposing himself to a 10-year-old girl.
The charge follows a long list of convictions including at least four indecent exposure convictions in Harris County and a felony sexual attempted sexual assault charge that can carry up to ten years in prison.
In fact, this isn't the first time we've told you about Skiles. Back in 2010, abc13 Eyewitness News caught up with Skiles at an apartment complex and asked him about the indecent exposure convictions but he refused to comment.
Since then he's been convicted of a felony sex offense and is now charged with yet another felony.
According to court records, in the most recent case John Skiles was driving near school and saw a 10-year-old girl walking her dog. The court documents say Skiles then got out of vehicle, naked from the waist down and began touching himself. The girl ran home and told her father.
Again, the latest accusation follows numerous convictions. It's caused some question about how he was ever released from prison.
Attorney Randy Burton says it's because many times sex offenders only serve a part of their sentence, not the whole thing.
"Why are these people being paroled one day less than their full sentence, because we know they're dangerous and someone like this with multiple priors, is per se dangerous," said attorney Randy Burton.
On top of that, 13 Eyewitness News has learned that Skiles' parole was up in 2014. Often times, as part of a condition of parole, sex offenders are required to stay a certain distance away from parks, schools and daycares, areas where children frequent. However, since his parole was up, he likely wasn't under those requirements, meaning it was legal for him to be that close to a school the day he allegedly exposed himself last month.
Burton says as a registered sex offender, Skiles should have never been allowed to be that close to a school.
"Outrageous. I mean, there's no excuse for it. That's an easy fix with our state laws," said Burton.
Skiles attorney declined our request for a comment.
