According to witnesses, the man was standing in the main lanes of the 610 North Loop at Homestead around 10pm, waving at drivers and smiling. Drivers tried to avoid hitting him, but one SUV was not able to stop in time.
"The witnesses stated that he would move in front of cars, and eventually a vehicle did strike that young man," said Houston Police Department Sgt. C.B. Nickerson.
The pedestrian died at the scene.
Police said they believe he was either on drugs or dealing with mental issues. The driver who hit him will not face charges.
