At about 11pm Sunday, a man sitting in a chair at the edge of the water was struck by a vehicle without any headlights. Police say the driver, Stanley Allen, said he was on his way home when the accident happened and he didn't see the victim.
Officers thought Allen appeared intoxicated, and he was taken to UTMB hospital for a mandatory blood draw.
Allen, 49, was charged with driving while intoxicated and bond was set at $5,000.
The victim was taken to the hospital with what authorities say appeared to be non life threatening injuries.
