Man accused of exposing himself to woman and kids

A suspected flasher is now facing charges, accused of exposing himself to women and girls in a Fort Bend County neighborhood. Investigators have been looking into the case for more than a month, and finally made an arrest.

Sugar Land police arrested Jingxue Hao, 55, of Sugar Land, and charged him with four counts of indecency with a child. Undercover officers arrested Hao at a park near Habersham Avenue in the Telfair subdivision. Officers reportedly saw Hao unzip his pants, expose himself and fondle himself in a sexual manner in front of a woman and her children.

Parents in the neighborhood say they're very relieved. Lucia Laureno is raising her two sons right next to the neighborhood park, so the idea that Hao was recently arrested there for indecent exposure is frightening.

"We received a note from the school because it happened twice," Laureno said. "We're very concerned about this situation, because this is a very family oriented neighborhood."

Police say the arrest was the result of an investigation that began on February 27 when a woman reported an incident. She was walking home from Cornerstone Elementary School at 3:45pm with her son and two other children who attend the school. Somewhere along the way, an Asian man on the other side of the street pulled down his pants, exposed and fondled himself to the group and walked away. The woman provided police with a description that matches Hao.

Police set up a sting in the park. A few days ago, police say they caught him flashing another group of women and children, then arrested him.

"I think it's really gross because Telfair is full of little kids," said concerned high school student Sonia Uthuph. "They're always wandering around the neighborhood with their parents."

The incidents are especially disturbing, police say, because Cornerstone Elementary is just blocks away. Parents regularly walk their young children home from school, right by the neighborhood park. Laureno says she's glad Hao is now behind bars.

"I'm happy now because I'm relieved the police finally caught him," she said.

Hao remains in the Fort Bend County Jail.

Police believe Hao, who lives in Telfair, may be responsible for other unreported incidents. Anyone with information should call the Sugar Land Police Department at 281-275-2540.
