According to court documents, Kato brought his nine-month-old son to Texas Children's Hospital on May 3 for treatment for a broken leg.
Doctors reportedly discovered a number of injuries in the healing stages, but they also found the baby weighed only 12 pounds -- a typical weight for a normally-nourished one-month-old baby.
Doctors say the baby and his twin sister are below average weight, and have delayed motor skills due in part to "nutritional neglect."
The baby and his twin sister were taken into CPS custody where doctors say they have "manifested exceptional weight gain."
Bond in the felony case has been set at $50,000.
