Lemoyne council member John Judson says the program is intended to make pedestrians more visible and to remind drivers that walkers have the right of way. Police say the practice is voluntary and officers will redistribute and lightly monitor the supply of flags.
Dickinson College in Carlisle, Pa., once had a similar program for pedestrians. Spokeswoman Christine Dugan says it lasted for about a year, until the number of flags began to dwindle.
