The judge formally charged Wolfgang Fisher with cruelty to animals. Prosecutors accuse him of failing to provide necessary food, water, shelter and care for his chimp named Fred. They also say Fisher fed the chimp soda, beer, junk food, and gave him cigarettes.
Fisher is free on $1,000 bond.
