Houstonians march in Juneteenth parade

HOUSTON They waved Texas and American flags as they honored the day Texas slaves learned they were free. President Lincoln's Emancipation Proclamation took effect in 1863.

But it wasn't until union troops arrived in Galveston on June 19 two years later that Texans were forced to free their slaves.
