School blames low test scores on teacher turnover

MONTGOMERY COUNTY, TX (KTRK) -- Conroe ISD identified "low staff retention" as the root cause of low student performance on last year's state assessment for Austin Elementary.



The turnaround plan for the campus targets teacher turnover and was approved at the CISD Board of Trustees meeting Tuesday night. According to the plan, the district did well during the TAAS and TAKS testing eras, but had complications when the shift to STAAR took place.



"In 2013, the campus met the standard in all three indices that were rated that year," the plan states. "The campus received an 'improvement required' in 2014 and 2015.
