The Texas General Land Office is releasing more than $21 million to be used for non-housing projects.
In April, the land office froze about $103 million in federal funds due to a dispute over rebuilding public housing destroyed by Ike in 2008.
Galveston's city council is meeting Thursday to look at what projects will get these funds.
