Napolitano's visit Tuesday includes meetings in Matamoros, Mexico, with Mexican Interior Secretary Miguel Angel Osorio Chong and local law enforcement. It comes as Republicans in the U.S. House demand increased border security and fight a path to citizenship for 11 million people who have already entered the country illegally.
