The Houston city council is expected to vote today on a proposal to partially fund a renovation project of terminal B at Bush Intercontinental Airport. Under the proposal, United Airlines would pay $686 million for the project. United would also gain control of operations at the terminal.

The City of Houston would fund an additional $288 million. That money would come from a $3 per passenger fee the Houston Airport System has collected since 2009.
