Man accused of 'upskirting' at mall

THE WOODLANDS, TX On Saturday, November 20, a 14-year-old girl reported to mall security that a man had been following her from store to store. A Montgomery County Sheriff's deputy was called to investigate as the girl pointed out the suspect and said she had seen the man crawling on the floor close to her.

The deputy checked the man's cell phone and reportedly found a video of the girl taken from the floor angle. The girl was wearing a skirt at the time.

Arturo Rodriguez-Ruiz, 37, was taken into custody charged with improper photography and video, a state jail felony. A $60,000 bond was set along with a hold from Immigration and Customs Enforcement.
