Police say a necropsy will be done. The owners could face animal cruelty charges.
Police on Friday morning answered a call from a passer-by about pit bulls chained outside, on a day when temperatures dipped into the 20s.
Officer Randy Stevens says the dead dog was in a trash can in a driveway. Stevens says the three other dogs appear to be malnourished and suffering from exposure to the cold.
Stevens says the dogs were allowed to remain with the owners, who agreed to place the animals in the garage or another warm location.
