John Harris was the third co-defendant of the former Illinois governor to plead not guilty Thursday.
Harris's attorneys have said he's cooperating with federal prosecutors' investigation of the Blagojevich administration. Attorney Terry Ekl says Harris' defense team is working on a change of plea agreement plan that will call for Harris to plead guilty later.
Harris is one of six charged in a massive federal indictment accusing Blagojevich of the Senate seat scheme and a host of other alleged corruption.
Blagojevich's former chief fundraiser and another Illinois political insider pleaded not guilty earlier Thursday.
