Convicted sex offender to remain behind bars for now after failing to register as sex offender

HOUSTON

William David Kelley was arrested last week for failing to register as a sex offender. Kelley was out on parole when he attacked Pam Lychner back in 1990. Lychner went on to create the victim's rights group Justice For All and fought for victims rights laws.

Kelley was in court on Monday. The judge decided to continue holding him without bond after hearing evidence that Kelley is an habitual offender.

Kelley was required to register as a sex offender with the Sheriff's Office every 90 days, but hadn't done so since May 2011. Failure to do so is considered a felony crime.
