The 38-year-old is accused of intentionally starting a fire at the Cypresswood Apartments, killing his brother and seriously injuring his mom and several others.
Documents state Miziah Shepherd allegedly helped purchase gas cans, went to the bar with others, poured gasoline on the deck and entrance, and fled after the fire was lit. He reportedly received payment for his role later on.
"We didn't know the fire hydrant didn't work," a resident said. "I'm upset." The City of Houston says it will continue testing a Third Ward fire hydrant after it malfunctioned during the fire.
The FBI alleges Austin Tanton sent Facebook messages with fire emojis and said he was owed money and a Glock handgun. The agent did not say who paid Tanton.
