Ex-cop accused in woman's death on Southwest Freeway had previous DWI

We now know that a driver accused in a crash that killed a woman in front of her grandchildren not only had a previous DWI, but was also a former police officer.

Stephen Alan Cook, 45, appeared rather emotionless when he appeared in Harris County Probable Cause Court today wearing a politically-charged T-shirt and jeans as the prosecutor read the charges against him.

The prosecutor said in court, "He stated that he had drank 10 Bud Lights between 8am and 6pm."

Prosecutors said Cook admitted to drinking 10 Bud Light beers the day of a deadly crash. They accused him of driving drunk and causing a crash on the Southwest Freeway near Belfort.

The incident left one woman dead and two others injured.

The accident happened Saturday evening. HPD investigators said a mother and her two kids had run out of gas. The mother called her mother-in-law for help. While they were re-fueling the vehicle, court records claim Cook lost control and slammed his car into them. The impact pinned the mother-in-law between two vehicles. She later died at Ben Taub Hospital.

The woman killed on Saturday night in the deadly crash has been identified as 62-year-old Evelyn Brown. Family says she's a registered nurse and a Prairie View graduate.

Evelyn's sister tells abc13 the grandmother jumped in front of her granddaughter before the crash happened. She credits Evelyn with saving her granddaughter's life.

Family also identified the others in the crash as follows: Courtney Hill, Evelyn's future daughter-in-law. Courtney suffered a broken leg. She has been released from the hospital. Jamaiya Brown Payne, Evelyn's 15-year-old granddaughter. She suffered a broken leg as well. She needed surgery and remains hospitalized. Devon Hill, Evelyn's 9-year-old grandson, was not injured.

Cook is charged with intoxication manslaughter and two counts of intoxication assault with vehicle. His bond was set at $150,000. If he posts bond, he must install ignition interlock on his vehicle, a system that prevents intoxicated people from starting a vehicle.

Cook is a former Missouri City police officer. He resigned in 2007. In 2012, he was convicted of DWI in Fort Bend County. As for these current charges against him, he has a $150,000 bond.
