Surveillance video of thief stealing tires from truck owners in southeast Houston.

HOUSTON, Texas (KTRK) -- People in the Clear View Village subdivision in southeast Houston are outraged that thieves took concrete blocks from some homes to jack up neighbors' trucks and steal their tires.

Hung Hoang, a resident and homeowners association board member, said this is just the latest round of petty theft.

The theft earlier this month started with a report of missing concrete blocks used as planters outside a few homes. Residents then used a neighborhood message board application to track down where the blocks turned up- underneath neighbors' trucks on the opposite side of the subdivision. Those trucks had their wheels stolen overnight, Hoang said.

Hoang said he contacted HPD and asked for more patrols but none of his neighbors have seen routine visits by officers.

"If we pay taxes, then we need to get our voice and our concerns heard. I mean, you jack up the tax every single year and then when something like this happens, you don't take care of it," Hoang said.

Hoang said he's frustrated and feels like their community is underserved by emergency services.
