World leaders are meeting today to come up with a plan to eliminate the terrorist group ISIS

WASHINGTON (KTRK) -- Yet another beheading by Islamic radicals has many leaders in the U.S. and abroad offering plans to attack ISIS, but there's no agreement on what plan is best.



ISIS released another brutal execution video this weekend showing the murder of British aid worker, David Haines, 44. He is the third western hostage murdered by the terror group on tape.



David has been murdered in the most callous and brutal ways imaginable by an organization that is the embodiment of evil," said British Prime Minister David Cameron, going on to say members of the group aren't Muslims "but monsters."



This morning, a global manhunt is underway for Haines' killers. The voice on the tape appears to be the same purported executioner with a British accent from the videos of Americans James Foley and Stephen Sotloff.



Haines' execution comes only days after President Obama announced a new strategy to eliminate ISIS, including rallying U.S. allies. Secretary of State John Kerry says some Arab nations have offered to launch airstrikes on Islamic militants.



"There are some that are clearly prepared to take action in the air alongside the United States," Kerry said.



Republican Senator Lindsey Graham blasted the administration strategy saying the president should be sending ground troops to Syria.



"This president needs to rise to the occasion before we all get killed back here at home," Graham said.



ISIS continues to hold at least two more British and two more American hostages. Secretary Kerry will continue pressing U.S. allies to


step up for the fight against ISIS at a gathering of world leaders today in Paris.
