Rice U police officers cleared of wrongdoing in August arrest of man

HOUSTON

The officers were being investigated in connection to the August 10 arrest of Ivan Joe Waller after dash video showed them using tactics that were described as "disturbing."

The Harris County District Attorney's Office says the grand jury examined the dash cam video, transcripts of the officers' statements, the Rice University Police Department's policies and interviewed more than 15 people before reaching its conclusion.

"Today's no-bill should not be taken as this office's or the grand jury's endorsement or approval of the officers' actions," Harris County DA Devon Anderson said in a prepared statement. "Although some of the tactics shown on the video are very disturbing, the ultimate question for the grand jury was whether the officers' conduct rose to the level of a crime. They concluded that it did not."
