Jose Antonio Gonzalez, 42, was taken into custody shortly before 4pm at an apartment complex in the 500 block of Normandy. Investigators say last Monday, Gonzalez sat in his red Mustang near a neighborhood off Pineloch and El Camino Real, watching children play across the street.
As he watched, they say, he exposed and gratified himself.
After he was arrested, Gonzalez was taken to the Harris County Jail with bond set at $5,000.
