Houston City Council approves mayor's plan to clear backlog of untested rape kits

HOUSTON

There are currently 1,400 untested kits from active cases and more than 6,000 from inactive cases. The city has found two outside vendors who can test the kits in bulk for about a third of the cost of current testing.

The testing would be finished in a year and a half.
