It happened before 6am along Wheeler and Fannin. Police tell us the paralyzed man was in the wheelchair as the woman was pushing him across the street. The driver of a car didn't see them until it was too late and hit them.
The two victims are expected to survive their injuries.
Authorities say the driver of the Nissan Maxima who hit them both will not be charged. That driver stayed on the scene as paramedics rushed the handicapped man and his female acquaintance to the hospital.
