Mom: International adoptions pose risk

HOUSTON Rebecca Harper has adopted four children and is fostering four more.

Medical issues for children adopted here are paid for by the state.

But, that's not the case with overseas adoptions. CPS also gives counseling and support for children adopted here.

The Harper family says without the help, adopting would be too overwhelming and too expensive.

"Without the post-adoptive services, we would not have been able to adopt the children we adopted," Harper said.

Harris County CPS says more than 900 children were adopted last year. But, 1,700 are waiting for new families.
