There's an update to a controversial federal immigration program. The Houston city council was to talk about the issue today at a special meeting, but it didn't happen for lack of a quorum.Council member Toni Lawrence had called for the gathering today on whether the city should be part of immigration and customs enforcement's 287-G program, which allows law enforcement to act as immigration agents and check legal status.

The Harris County Sheriff's office participates in the program. The City of Houston does not.
