It happened near the Southwest Freeway service road and West Bellfort. Police say Phillip Wayne Harris was chasing a woman on foot when two homeless men jumped in and tried to intervene. Harris reportedly went back to his vehicle and drove towards those two men, striking one of them. That man died at the scene.

Harris, who fled the scene, was charged Thursday with murder. He's still on the loose. He was driving a white Ford Econoline van with paper plates in the back window. Anyone who knows his whereabouts should call Houston police at 713-308-3600 or Crime Stoppers at 713-222-TIPS.
