Investigators say the man came to officers, claiming to be an eyewitness to a car crash they were working on Hillcroft. Then for some reason, he ran off.
He holed himself up in an apartment with two children and wouldn't come out. Police went in, and he was hit with a Taser when he didn't respond.
His family says the man suffers from mental problems.
