City spokeswoman Alicia Cahill said Friday morning that crews are working to fix leaks, which remain a problem. Those repairs could lead to temporary outages even in areas where service has been restored.
Cahill says the city's water tanks are beginning to refill, but officials are concerned about the status of the main transmission line that connects Galveston and its mainland water source.
