CAUGHT ON VIDEO: Deputy uses Taser several times to subdue man

HOUSTON (KTRK) -- On her way to her car outside Willowbrook Mall Saturday, Cheryl Curtis Collier saw a man wandering in the parking lot, peering at car windows. She thought it was suspicious.

So did mall security guards who called for backup from the Pct 4 Constable's Office. A deputy arrived, and Collier said she felt compelled to take out her cellphone and record what was about to happen.

"I thought there was going to be an altercation," she said.

She was right.

In her video, which lasts several minutes, the deputy tells the man, identified as Renard Collier, no relation to Curtis-Collier, to step. Instead, he advances on the officer. The officer pushes him back and tells him to stop, without success. The deputy pulls out his taser, and pleads with him to stop. He then starts walking away.

The officer and security guards tackle the man, and a scuffle begins. At one point, the suspect appears to try to grab the taser, but the deputy retrieves and deploys it again. This time, it had an effect.

Collier is suspected of having been under the influence of drugs. He is now being held without bond in the Harris County Jail, charged with aggravated assault of a police officer.

Precinct 4 Constable Deputy Mark Herman says the incident will be reviewed by the Use of Force Board, but believes the deputy used remarkable restraint, despite having been struck twice by the suspect in the scuffle.

So does Cheryl Curtis-Collier. "I think he may have used too much restraint. I might have done something more serious," she said.

So does her son, Trayvon Phillips, who says his mom isn't one to take cellphone video, but is glad she did. "You see all the headlines about police killing people. But this one -- he was asking the guy to please stop. It's good, everyone lived to see another day."
