The rescue effort required assistance from a local contractor, who helped remove floorboards of a shed so responders could safely access the animal.
The Pearland Animal Shelter is seeking support from the public to find foster and permanent homes for the 85 dogs who were found without water or shade and in "neglectful conditions."
The fence around the second-story balcony had been wrapped with a makeshift covering, blocking its view.
HSCPA said they have been taking ill birds with mild frostbite, emaciation and parasites. They urge residents to continue to keep an eye out for native wildlife that may be hurt and bring them to their Wildlife Center.
