HOUSTON (KTRK) -- A man accused of stabbing a boy in the neck at a Houston apartment complex has been declared incompetent to stand trial.

Jose Guillermo Molina, 22, is charged with injury to a child. According to police, three-year-old Emmanuel Veloz was playing with his siblings in his apartment complex common area back in April.

Police say Molina walked up behind the boy and stabbed him in the neck. The attack was seemingly random, officials say.

Emmanuel's mother reportedly ran up to the scene and told Molina not to remove the knife for fear of the child bleeding to death.

EMS and police were called and Molina was arrested.

Neighbors say Molina has a history of mental health issues.

As far as the boy who was stabbed, he was released from the hospital shortly after the attack and was recovering at home.
