The three women accused of soliciting money for sex were arrested near the North Freeway and Cypresswood Drive.
Meantime, the six men arrested near Huffmeister and Fleur De Lis are accused of trying to buy sex from undercover investigators.
Prostitution has been an ever present problem in this part of Harris County, Herman said, but his department would remain vigilant to arrest and prosecute offenders.
"The businesses and citizens of north Harris County have made it clear that they refuse to just stand by and allow their communities to deteriorate to the point where
prostitution is looked upon as a normal part of our local society," Herman said.
The constable said the community should act as the eyes and ears in areas where law enforcement is not always able to patrol around the clock.
