Baby found in trash bag can have new parents

The court has terminated the rights of the biological parents of an infant who was found abandoned in a trash bag.

The infant, named Baby Chloe by hospital staff, was found in a plastic bag at an apartment complex in February 19, shortly after her birth.

Chloe was placed with Child Protective Services while police searched for her parents. No one has come forward to claim the baby, and today judge severed all parental rights. Chloe is now eligible for adoption, and her current foster parents can apply to be her adoptive parents.
