HPD chief discusses complaints made to IAD

Last night, 13 Undercover revealed how in the last decade in Houston, less than two percent of alleged police brutality complaints were sustained.

On Thursday, we asked HPD Chief Charles about that statistic, but he didn't address the number we uncovered; instead, he talked about all complaints to internal affairs.

"Seventy percent are generated internally by employees on employees; only 30 percent comes from the public," McClelland said.

The chief says he disagrees with the claim that there's a problem with the way internal affairs complaints are handled.
